This scholarship is named in honor of Dr. William Louis Gaines, President of IES from 1974-1992. Dr. Gaines was dedicated to strengthening IES' academic framework, broadening the scope of IES' locations, and securing the financial foundation of the organization.

Minimum cumulative GPA of 3.3 out of 4.0.
History or International Relations major.
Attend a private college or university that is a Member or Associate Member of the IES Abroad Consortium. In addition, home school must have a policy of transferring at least 75% of institutional aid for study abroad.
Receive financial aid from home school.
Accepted to and enrolled in an IES Abroad program for an academic year or calendar year duration.
